Can I get another cell phone at another carrier with an unpaid balance from another carrier?

We are with one carrier and we have an unpaid balance (cant afford to pay it right now) and our phones are cut off. I was wondering is there a way that I can go to another carrier or the same company to get another phone in another name. The original plan is in my husbands name and I was going to get it in my name.
We tried through Sprint (using our same numbers) and they told us that they couldnt give us one, I guess because are numbers were inactive.

You should be able to get a different phone in your name because it is unrelated in a sense to your hunbands name.

The real question is why you would want to do that? If you can't afford to pay the cell phone bill you have now, why would you add another bill on top of that??

I would reccomend getting a pre-paid cell phone, no credit checks, and no unpaid bills.
