I had to look up "fortress hub." It appears to mean an airport that is dominated by a single carrier. I think the statement means that discount airlines that fly from the fortress hubs charge lower prices than the major airlines that dominate those hubs. Thus these discount airlines provide the most competition to the major airline's high prices.
