I cannot get my air conditioning to run.?

I just installed a new Honeywell 7500 thermostat. I have a Carrier Weathermaker 8000 single stage gas furnace and central air conditioner. I can get the heat to heat the house, but I cannot get the air conditioner to run. The AC Box itself does not run (the power in the outside box is on) and the fan will blow, but no "cool" air comes out. There is a blue, green, white, red, and yellow wire. Any help would be appreciated.

Blue is usually common meaning the common side of the 24 volt a/c supplied by the furnace. Red is the other side of the 24 volts that the thermostat makes a connection to the other three wires. White is for heating so red to white energizes the heat. Yellow is for the a/c condenser outside so in cooling the thermostat makes a connection from red to yellow and also to green which is the indoor fan or blower.
Does the thermostat require a jumper from Rh to an Rc terminal? Rh is power for heating and Rc is power for cooling.
