Is a 3 point harness for an infant car seat even legal anymore?

I was just looking through the pictures of a couple my husband is friend's with. They have a 5 month old baby girl and her car seat only has a 3 point harness. I didn't think they made them like this anymore. I don't know... I mean maybe this goes on all the time and I am the only one who is surprised by it. So please let me know if I am over reacting here.

nope they have to be a five point harness it is the law, you can go into a police station and ask them and they will tell you that. I had to take my step sis and her car seat into the police station and make them tell her themselves, they ended up giving her a five point harness right there on the spot because she didn't have another one.
